Political Parties And The Challenges Of Democracy In Nigeria; High Chief Peter Ameh

 

Democratic governance in every clime cannot be said to be totally rosy, while some are faced minor problems, some are battling with major challenges, depending on the political climate local to each clime, posing threat to its democracy.

Since democracy is an involvement of the citizenry in their state political processes and other accompanied democratic practices, the place of political parties cannot be overemphasized; and this write up will therefore address key concepts like political parties, democracy, credible elections, and challenges of democratic governance in Nigeria and the ways and manners these challenges which are fundamental roadblocks to the Nigerian democracy can be addressed.

What is a political party?

In every democratic environment, political parties are always the same although with different ideologies and programmes. A political Party simply put is an assembly of citizens with the same aspiration and interest to capture power and govern in the best interest of the people. In a multi-party democracy like ours, Political Parties are grounds where different interests of citizens are articulates and aggregated and structured into electoral choice as an active participants in political process of their nation, which is the ultimate reason of their coming together as a political party.

Functions of a Political Party:

1. Government and political recruitment

2. Interest articulation and aggregation.

3. Political communication and education.

4. Goal formation

5. Link between government and people.

6. Structuring of electoral choice.

7. Political representation of the electorates in the best possible way.

8. Making government accountable.

With above enumerated functions of a political party, it is obvious no democracy can be said to be a democracy without Political Parties.

DEMOCRACY

According to Wikipedia, Democracy (Greek: demokratía, literally "rule by people") is a form of government in which the people have the authority to choose their governing legislation. Going further, it also said "who people are and how authority is shared among them are core issues for democratic development and constitution.

A democracy is either direct or representative. In Nigeria, we practice a representative democracy where Nigerians elect their representatives who are to deliberate and execute decisions on their behalf on key constitutional issues, definable developments, freedom of their assembly and speech, inclusiveness and equality, membership, consent, electoral justice, right to life and majority and minority rights.

Democracy can best be expressed practically in these ways below:

Freedom of ethnic, religion, racial and other minority groups as well as historically excluded majorities to practice their religion culture, and to participate equally in a social and political life.

Right of all adult citizens to vote and run for office if they meet the requirements.

Openness and competition in electoral arena enabling any group that adheres to constitutional issues to contest for office.

Legal equality of all citizens under a rule of law in which the laws are publicly known, clear, universal, stable and non- retroactive.

An independent judiciary to neutrally, consistently, independently applies the law and protect individuals' card and rights.

Due process of law and freedom of individual's torture, terror, and unjustified detention, exile or interference in personal life by the: state and non- state actors.

Institutional checks on the powers of the elected officials by an independent legislature, court system and continuous agencies.

Real pluralism in term of the presence of institutions that enables people to canvass their views.

Also include control over the state fund and security agencies, for the benefit of all citizens.

CREDIBLE ELECTION AND DEMOCRACY

No democracy can thrive without people-powered mandate surrendered through elections. Hence, the need for free, fair and credible elections, for foundation, expansion and deepening of democracy at all given times.

Below are few nexus between elections and democracy.

Institutionalization: Elections help to institutionalize the process of democratic competition and participation by creating a legal administrative framework for handling and providing a platform for proper backing of candidates and policies, through rights of eligible adults to vote and be voted for.

Legitimization: Elections are instruments of legitimizing a government, having enjoyed majority support from the citizens to have power and authority to form government.

Mobilization: Election are used in democracy to mobilize popular support for government and development in a competitive fashion

Conviction: Opportunity to participate in election helps to convince citizens that government is responsive to their needs and wants, which indirectly increases it legitimacy

Responsiveness: Elections in democracy bring out responsive attitudes in government. Because if they act otherwise, the citizens will use election to remove them from power, thereby delegitimizing the power and authority vested in the government.

Education: Elections in democracy are another vital avenue for educating the masses. It is another democratic utility of election, where voters are educated on how their part of democracy, governments and how they are the only ones permitted to put in place, keep and change governments and policies at any election period.

Power: Elections empowers ordinary citizens to choose among contestants to public offices. Allows active citizens to shape and reshape their government.

Accountability: Elections are vital tool for development in a democracy. A credible election allows the citizens to hold the governments accountable; and allows offices holders to be caution that sovereignty resides in the people.

Sovereignty: Election resides sovereignty in the people, free, fair and credible elections are the sole means of effective positioning of sovereignty in the land in the people.

 Political Participation: Elections in democracy allow and provide grounds for citizens to fully participate politically in the democracy of their land.

CHALLENGES OF DEMOCRACY IN NIGERIA

As important and germane as democracy is to every nation, it cannot be Said to be without its challenges, and this also includes its practice in Nigeria.

These challenges are encountered at the foundational, expansion and deepening levels.

Foundational Challenges:

1. Socioeconomic inequality (only money bags can vie or those they sponsor).

2. Ethno-religiosity.

Expansion Challenges:

1. Electoral insecurity (because politics is lucrative)

2. Interference in electoral process (because of appointive powers of political stakeholders)

3. Rigging.

Deepening Level:

1. Corruption (because of access to state funds)

2. Parties internal democracy.

3. resource allocation rivalry. Etc

POLITICAL PARTIES AND CHALLENGES OF DEMOCRACY

Political parties being the only vehicle or link between the people of Nigeria and their form of democratic environment and participation, successes and challenges of democracy cannot also be far-fetched from these important platforms which are recruitment grounds for those who are to represent the people in the democratic assembly.

While political parties cannot be totally whole, these bodies have been striving to be at least ideal, but the political environment as was laid down from the foundation has been making it difficult for this to be achieved accordingly.

Nigeria came back to democracy in 1999 without the citizens owning the political parties, and this till today has created the socio-economic inequality in getting people elected into positions (since only money bags who are the owners of the parties can vie or those they sponsor).

Nigeria is also yet to recover from the way it came into democracy right from the first republic. In the first republic, we have parties like Northern Elements Progressive Union, NEPU, founded in Kano on 8 August 1950 and thereby became the first political party in Northern Nigeria solely for northerners; the National Council of Nigeria and the Cameroons, NCNC, which became largely identified with Igbo interests and Action Group founded by Awolowo and his associates which also became the dominant party of the Western Nigeria then.

These ethnic or religious biases that set in right from time is yet to be wholly dealt with as we can see from our experiences.

In a bid to feign expansion of our democracy, we have been engaging in electoral insecurity. Politics became so or die because it is lucrative.

We have times without number recorded political interference with our electoral process from those with appointive powers; to the extent the late president Umar Yar'Adua admitted the election that brought him in was not free, fair and credible.

At the deepening level, access to state fund by members and structures of ruling parties is a great challenge to political parties in general both ruling and in opposition and this has led to resource allocation rivalry etc.

Conclusion and Recommendation

The above itemized challenges are what have posed a major threat to democracy in Nigeria, and by extension affecting involvement of the citizens of Nigeria in the state political processes and other democratic practices of their land. I thereby recommend.

Recommendations for the review of our Country’s Electoral System; 

1.The establishment of a new method of appointing Member of the Nigerian election management body (EMB) from the whims and caprices of the President of the Federal Republic in order to give the Independent National Electoral Commission (INEC) the status of a truly independent National Electoral Commission.

2, The unbundling of Independent National Electoral Commission INEC as fellows;

i) Election management Body (IBM) (Solely responsible for the conduct of elections and nothing more)

ii) Election and related offenses commission 

iii) Political Party registration and management commission

3) Election Disputes constitutional Complaints Commission.

The regular Judiciary should have nothing to do with electoral disputes. We need a Constitutional Court or Constitutional Commission just as we have the Electoral Commission. Most disciplined Judges would be elated through a thorough and rigorous process to get rid of the nuisance of dealing with corrupt politicians that are bent on destroying our Electoral jurisprudence.

4, burden of proof should be placed on the Commission to show how they arrived at announcing a winner for the election by making sure that all results sheets are available within 5 working days after the declaration of a winner. 

5. All election must be conducted in one day to get rid of the Bandwagon effect after the announcement of the winner of the Presidential contest. 

6. Reduce the time frame for hearing and conclusion of electoral litigation to 60 days and ensure that no swearing in takes place until all litigation relating to the election under review are concluded and judgement entered.

Group Demands Sack Of Mele Kyari, Probe Of Allegations Of Monumental Corruption Entrenched In NNPCL Under His Leadership

 

The Mega National Movement For Good Governance (MNMGG) has demanded the immediate sack of the Group Chief Executive Officer (GCEO) of the Nigerian National Petroleum Company Limited (NNPCL)  

The group, which consists of a coalition of 19 youth groups, non-governmental organizations (NGOs), and civil society organisations (CSOs), equally demanded the probe of allegations of monumental corruption entrenched in NNPCL under his leadership. 

Speaking at a press conference on Saturday, the Spokesperson of the Spokesperson Mega National Movement, Ibrahim Tijani, said the group is deeply concerned about the instability of the prices of petroleum products, resulting from the somersault in policies. 

Listing the sins of the NNPCL’s GCEO, the group said there was lack of due process in the appointment of Engr Mele Kyari, accusing him of failure to remit revenues to the Federation Account, and inconsistency. 

The movement said, they are also saddened by the sudden scarcity of fuel in particularly the Federal Capital and other major cities and towns that was fueled by the intention of the Independent Petroleum Marketers of Nigeria (IPMAN) to hike fuel prices within the week. 

“We are worried also by the mounting allegations of fraud, embezzlement, and corruption within the Nigerian National Petroleum Company Limited (NNPCL) since the appointment of Engr Mele Kyari as Group Chief Executive Officer. 

“As a coalition of patriotic groups, we have identified allegations of significant

irregularities within the NNPCL, including fuel subsidy scams, under-remittance of oil

sales revenue, corruption, shady pipeline surveillance contracts, and oil theft. 

“These issues have had a collective detrimental effect on the majority of Nigerians, while benefiting only a few greedy individuals, embezzlement, misappropriation of funds, and fraudulent accounting practices. These actions not only undermine the company's financial stability but also have far-reaching consequences for stakeholders and the overall economy.

“Among the numerous cases of financial impropriety against Kyari is the deduction of N2.1 trillion from the monthly revenue of NNPC, which was not remitted to the Federation Account. 

“Additionally, Kyari is believed to be responsible for the supply of adulterated or bad fuel that entered the country in 2022, causing damage to many vehicle engines and generators. 

“These allegations of massive corruption and fraudulent diversion of billions of dollars to personal and cronies' accounts must be thoroughly investigated, and Kyari should be prosecuted if found guilty”, the coalition lamented. 

On lack of due process and transparency in Kyari’s appointment, the movement said, “We would like to highlight that the appointment of Engr. Mele Kyari as GCEO of

NNPCL did not follow due process as enshrined in the provisions of the Companies and Allied Matters Act (CAMA). 

“Considering that NNPCLrecently transitioned to a private company in line with the Petroleum Industry Act (PIAAct, 2021), it is no longer allowed to have recourse to state funds. 

“Its shares and assets, including oil blocks and refineries, are now held by the Ministries of Petroleum and Finance. 

“However, NNPCL has failed to operate as a Joint Production Venture (JPV) with Western Oil Majors (WOM), as required by law. 

“Furthermore, the NNPCL has not been transparent in publishing it's crude contracts and statements of accounts under Engr. Mele Kyari's leadership”, the group alleged. 

Picking holes in NNPCL’s remittances to the Federation Account, the group recalled that “In 2022, Kyari and the NNPC management failed to remit any funds to the Federation Account for seven consecutive months. 

“Despite Nigeria recording N16 trillion in oil sales during that year, the NNPC did not make any remittances. This lack offinancial responsibility is unacceptable and raises serious questions about the management of the company's revenues. 

“Kyari must explain how these funds were spent and provide transparency (sic) regarding the companies that received

subsidy payments”, the Coalition demanded. 

Insisting on the restoration of transparency and accountability in NNPCL, the group stated that “As concerned and patriotic citizens, we believe that the government should be interested in knowing the true nature of NNPCL's oil production contracts and remittances to the Federation

Account, as well as the transparency of pipeline surveillance contracts awarded by the NNPCL in line with global best practices. 

“We had expected the President Tinubu administration to insist on the implementation of the PIA or the PIB Act, not only to sack and probe Engr. Mele Kyari but also other key figures in the NNPCL, such as the Executive Vice President (Upstream), Adokiye Tombomieye, Managing Director Nigerian Petroleum Development Company (NPDC), Ali Muhammad Zahra, and the Director National Petroleum Investment Management Services (NPIMS), Bala Wunti. 

“This comprehensive action is necessary to clcan up the corruption and decay within the

NNPCL”, the group observed. 

Frowning at inconsistencies in Governnent actions, the movement noted that “It is unfortunate that Engr. Mele Kyari, who allegedly shortchanged every Nigerian through under-remittance to the Federation has been allowed to remain in charge of the NNPCL, while heads of other important denartments and EFCC, have been sacked, arrested, and probed. This raises the question of why the case of the NNPCL led by Engr. Mele Kyari is being treated differently. 

“If the government is genuinely committed to fighting financial malfeasance, oil theft, dubious pipeline surveillance contracts, fuel subsidy scams, under-remittance to the Federation Account, abnormalities, and lack of transparency in the NNPCL, then Engr. Mele Kyari should not be allowed to continue in his position. 

Demanding for the removal of Kyari, the Coalition said that “It is evident to most Nigerians that there has been no significant increase in oil production and remittance to the Federation Account since Engr. Mele Kyari assumed the position of GCEO of the NNPCL.  

“Therefore, we urge President Bola Ahmed Tinubu to take action and fire and probe

Engr. Mele Kyari. 

“This is crucial for the transparency, accountability, and development of the Nigerian petroleum industry. 

“Given the numerous allegations of financial improprieties and the lack of accountability within the NNPC under Kyari's leadership, it is imperative that he be removed from his position. 

“The Federal Government must take immediate action to address these issues and ensure that those responsible for corruption and embezzlement are held accountable. 

The Nigerian people deserve transparency, accountability, and a leadership that prioritizes the country's economic stability and the well-being of its citizens. 

“It is crucial to address these allegations, conduct a thorough investigation, and prosecute those responsible for corruption and fraudulent practices. 

“Restoring transparency, accountability, and financial stability within the NNPC is essential for the well-being of the Nigerian economy and its citizens”, the group said.

Asiwaju 100 Days in Office And Keyamo’s Touch

Beyond the unprecedented expectations most Nigerians had on President Bola Ahmed Tinubu’s cabinet members, the aviation sector in no time came as a noticeable shooting star to behold. The marvel on every lips became short of their thoughts, leaving them in awe of what was yet to come.

The ascension of Asiwaju Bola Ahmed Tinubu to the seat of Presidency in Nigeria has truly created an atmosphere of renewed hope, most especially, in the aviation sector. Just in his 100 days in office, the appointment of Festus Keyamo (SAN) as the Minister of Aviation and Aerospace Development has proven to be a masterstroke. This has made it obvious that the choice of cabinet members leaned toward savvy and competent people.

The progress in the aviation sector was made possible by the minister through the introduction of new reforms and policies. The wise would understand that a choice of Keyamo didn’t come as a surprise because Asiwaju is a pathfinder who is well known to have a penchant for success and a distaste for mediocrity.

For the record, Keyamo is a reputable lawyer, human rights activist, and an outstanding politician. He began his legal career in 1993 at Gani Fawehinmi’s Chambers in Lagos State, southwestern Nigeria. He later established his law firm, Festus Keyamo Chambers. Keyamo has represented many prominent Nigerians in high-profile cases, including the leader of the Niger-Delta Peoples’ Volunteer Force, Mujahid Dokubo-Asari, and the leader of the Movement For The Actualization of the Sovereign State of Biafra (MASSOB), Ralph Uwazuruike.

Keyamo entered politics in 2015 when he was appointed the Director of Media and Publicity for the All Progressives Congress (APC) Presidential Campaign Council. He played a key role in the election of President Muhammadu Buhari. In 2019, Keyamo was appointed the Minister of State for Labour and Employment. In August 2023, he was appointed the Minister of Aviation and Aerospace Development by President Bola Ahmed Tinubu.

With such a track record and pedigree, Asiwaju knew that Keyamo was a viable instrument in his presidential political career. Also aware that over time, Keyamo has proven to be a good dose of aspirin in reviving any dying organization, and a booster when needed for any successful project, girdled with an acumen for conquest that is uncontestable, and a notable drive for greatness, Keyamo's nomination for the ministerial list was a revelation into the Asiwaju grand plan.

He is a man who has little patience with people who are insensitive to the suffering of ordinary, and vulnerable people in society because he grew up in a tough background, and knows what it means to be vulnerable, let alone toiling with hundreds of lives aboard on every flight all around the nation.

As detractors continued in their merchant of character assassination, Keyamo understood that indecision is the graveyard of good intentions, therefore, he quietly settled into the job and announced himself with some groundbreaking reforms, policies, and innovations.

Being a firm critic who stands up for what he believes, Keyamo isn’t bent by political gimmicks that are not in the interest of Nigerians. The minister is someone who never shies away from a challenge when faced with one. However, over the years, he has earned a reputation for his integrity, honesty, and passion for humanity.

It is worthy of note that Keyamo has brought several ingenious ideas and initiatives to the aviation sector since he was appointed minister. He has also been a strong advocate for the development of the aerospace industry in Nigeria which has further birthed more harems of positive initiatives as follows:

Being a man of plan and action, with Asiwaju’s support, Keyamo has pledged to establish a new national carrier for Nigeria. He has said that the national carrier will be a world-class airline that will compete with the best in the world.

Keyamo has launched several initiatives to rehabilitate and upgrade airports across Nigeria. He has said that he is committed to making Nigerian airports in class and in comparison with world-class facilities, thereby making Nigeria more visible in the international space.

Keyamo has been a strong advocate for the promotion of domestic aviation in Nigeria. Compassionately considering the cost of flight and standard of living, he has said that he wants to make it easier and more affordable for Nigerians to travel by air within the country.

Keyamo has also been a strong advocate for the development of the aerospace industry in Nigeria. He has said that he wants to make Nigeria a hub for aerospace manufacturing and maintenance.

Keyamo's actions were as though he knew there was a task ahead, and it clearly shows that the minister came fully prepared for the job despite his late appointment. Keyamo came with the Hallmark to sanitize, revamp, and revive the aviation sector to meet international best practices.

In just a few days in office, Keyamo has made significant progress in the aviation sector, creating a spicy delicacy in the 100 days of President Tinubu's tenure in office. The launched number of initiatives like the establishment of a new national carrier, the rehabilitation of airports, the promotion of domestic aviation, and the development of the aerospace industry, are testament to the preparedness for his ministerial position.

Keyamo’s initiatives have been well-received by industry stakeholders and the general public. He has been praised for his energy, enthusiasm, and commitment to transforming the aviation sector.

A man of such noble personality is Speaker Tajudeen Abass who is celebrating life at 58 in an outstanding leadership position as the Speaker of the House of Representatives for the 10th National Assembly. This highly resourceful Kaduna-born lawmaker no doubt is a man of impeccable character and his moral standing as well as intellect depth is far beyond any trace. He thus can be referred to as a product that can market itself.

Hon. Abass' Speakership ambition was indeed faithfully endorsed by several professional bodies and a large majority of the newly elected and re-elected members of the House of Representatives, owing to the fact that he’s a man known to have an exceptional rare gift of leadership.

He has distinguished himself as the only federal lawmaker from the North-West who has thus far sponsored an unprecedented 74 bills. He is also the first in the history of democracy in Nigeria to have sponsored such several bills and remains the first to have over 25 of his bills signed into law by the President, adding this can only be achieved by someone with the zeal and passion for his country’s greatness.

Nigerians Will Celebrate Tinubu for Fuel Subsidy Removal — Reps Deputy Spokesman Agbese

 

...Urges Organised Labour to Give Dialogue a Chance 

The Deputy Spokesman of the House of Representatives, Dr Philip Agbese, has assured Nigerians that President Bola Tinubu's removal of fuel subsidy is in their best interest. 

Agbese, the member representing Ado/ Okpokwu/ Ogbadibo Federal Constituency, spoke to newsmen on Wednesday in Abuja. 

The lawmaker admitted that fuel subsidy has been a part of the nation since the 1970s, with the government routinely selling petrol to citizens at below cost to minimize the impact of rising global oil prices. 

However, he noted that the outlay of subsidizing petrol has ballooned over time, adding that the regime has made a few richer. 

Agbese said that available figures showed that the Buhari administration (2015 -2023) paid a subsidy of over N11.4 trillion, more than what the government spent on education, health, and infrastructure during the period under review.

While acknowledging that President Tinubu's decision to end the regime has come with hardship, he reckons that Nigerians will celebrate in the long run. 

According to him, fuel subsidy constitutes 50% of the nation's problem and its termination will usher the country to her glorious era in history.

He, however, urged Organised Labour not to succumb to agents of destabilization, assuring that the resources saved from the policy would be channelled to developmental programs. 

"President Tinubu must be commended for taking the bold step to save the future of our nation. Fuel subsidy was no longer attainable," he said. 

"It is on record that about N40.1 billion is spent daily to subsidize every liter of petrol consumed in Nigeria by at least N600. It means the government spends about N1.24 trillion on fuel subsidies monthly. 

"The country is in massive debt and would need more money to subsidize fuel. According to the World Bank, the government is projected to achieve fiscal savings of approximately two trillion naira ($2.6 billion) in 2023, equivalent to 0.9% of GDP. These savings are expected to reach over 11 trillion naira ($14.3bn) by the end of 2025.

"This will be invested in healthcare, education, and infrastructure. Indeed, the advantages of the removal of subsidy would not just come up immediately. It is not possible because the economy is not strong. We don’t have money to start implementing measures that will ameliorate the removal of the subsidy. 

"However, we must look beyond the present. The future of our great nation is at stake. I want to commend President Tinubu for this brave decision. In a matter of time, Nigerians will smile.

"Let me also use this opportunity to appeal to the Organised Labour not to succumb to agents of destabilization who want to pull us back. The issue of palliatives and better welfare for all citizens is paramount before the Asiwaju government. 

"Our nation can not withstand another mass action. We are trying to build not destroy. The Labour should, therefore, give dialogue a chance and at least be patient with this administration. It is still early days".

I will like to state here categorically that the entire 8 years rule of Buhari I supported only one policy and that is Executive Order 10 signed in May 2020 by President Muhammadu Buhari which outrightly granted financial and administrative autonomy to State legislature, judiciary as well as the local government authority as the third tier of government in Nigeria, I see this as the right step to free the local government councils and give them the needed independence and the Judicial authority not seeing beyond the need of themselves truncated that process because Almighty Nigerian Governors like WIKE were against the survival and elimination of obstacles militating against the independence of these critical parts of our country’s democratic system.

We should all be concerned about the status and happenings within the Local Government System in Nigeria, it is now a notorious fact that it has been hijacked by the Nigerian Governors and I will want to state emphatically that I will totally support any collaborative efforts in the direction of working with National assembly (10th Assembly) to carry out constitutional amendment that will lead to the granting of full financial and Electoral autonomy to the Local Government System and Administration in Nigeria, because I can say this without mincing words that the presumed failure or the inability of the Local councils to drive and bring about development in Nigeria to a glaring point that could have positive impact on the lives of ordinary Nigerians can easily be attributed to the total lack of Local government election and financial autonomy because most of these local government administrators are imposed on the people, we naturally can't hold them accountable, no matter the laudable program(s) of any administration at the Federal level without corresponding efforts at the Local Government level, all will amount to little or no impact in the life of the Nigerian people. 

These Governors act with reckless impunity against elected Local Government Chairmen, suspend them at will in contravention to all relevant laws and statues, ( imagine what the local government Chairman that dared to question the Governor of Ogun state about how the State and local joint account was been mismanaged) The current law as regards the administration of our Local Government System no longer serves the interest of the Nigerian people and must be urgently reviewed to save and promote effective Local Council System as expected in every democratic presidential system. One of the major functions of duly elected councilors is to make bye laws for the good governance and development of all Local Government areas across Nigeria but as I write this article to state that my emphasis are not misplaced and the importance of local government autonomy should never be ignored or underestimated and the reason why voter apathy persist in local elections is because elections at that level are totally manipulated to ensure that the governor’s Party record is 100% victory and constitutionally assigned functions of local government officials has been greatly eroded by the excessive interference and impunity of our Governors. 

All the above have in a great way contributed to voter apathy because without transparency there is no legitimacy and without legitimacy there is no trust.

I must say without mincing words that the state Independent electoral Commission is the greatest democratic fraud foisted on our electoral democracy and that is the major reason I have come to the undeniable conclusion that it is important that the conduct of Local Government elections becomes the responsibilities of the Independent National Electoral Commission (INEC) or we collectively work to enact and overhaul the laws that governs the affairs of State Independent Electoral Commission (SIECS) because from the attitude and conduct of state elections by all States Independent Electoral Commissions (SIEC's) it is impossible to get a free, fair and credible election under the existing arrangement. The current system encourages massive rigging because SIEC's are under the wings and caprices of the State Governors WHO uses the State Assembly to manipulate the conduct of the elections in favour of his own Political Party and no exception across Nigeria. As I have seen over the years, how Parties that control the state will stop at nothing to fraudulently tailor the results of local government elections in their favour. You will also discover that all Local Government election conducted in States are won by the Party in power in each respective states under review; the opposition party in the state is always left with nothing. If Local authorities have autonomy and tenure their guaranteed, it will be easy for the people to hold them accountable and this will in turn bring development closer to the people and does make for a robust democracy. 

What is going on at the Local Government level in Nigeria is a mockery of democracy, there is urgent need for all stakeholders (Media, Political Parties, Critical election stakeholders) to work together purposefully to establish the needed environment for good governance to grow and save our people from bad leadership. 

The State Independent Electoral Commission (SIEC) is the greatest electoral abracadabra (the more you look, the more you see nothing positive) imposed on our electoral Representative democracy and my appeal to all lawmakers is to work and use moral persuasion to birth a new effective administrative system for the Local Government tier in Nigeria, if by your commitment to rescue our people from this electoral rascality and by so doing if any governor feels aggrieved or seem to be more interested in Funds meant for the local government councils, let him resign and contest as LOCAL government Chairman and he or she should be assured of the support of all Nigerians. The bottom-line of my unrelenting Advocacy for a free, fair and credible electoral and management process is to draw the attention of all sundry to the fraudulent means of conducting our Local government elections Nigerian.

it is possible for other Political Parties to win Local Government elections if it is conducted under the right conditions of Free, fair and credible electoral atmosphere.

We can not continue with this charade called elections because that is why we now have MORIBUND local Government councils in Nigeria, There is no need deceiving ourselves by calling the charades elections. It should rather be called selection/imposition process and the governors should stop wasting tax payers monies conducting such sham of election because nowhere in the world the ruling government in the state will cruise away to victory with 99.99% contested seats.

If we cannot have free and fair elections at the LGA level, they rather adopt the selection method and save our funds and put it into more productive use like road construction, Schools and Hospitals. Just select your preferred candidates then announce winners and stop wasting taxpayers money. We go still accept the outcome of the process. We no get choice until the constitution is amended.

Amendment for the Local Government administration and elections laws can not be handled that easily because you need 2/3 of the State assemblies to endorse such amendments even if passed by the National Assembly and with the State assemblies practically in the pockets of the state Governors, it will not pass the approval test.

Local Government election is food for the boys of the Governor. it is the affirmation of the governors will and power. Na who dem approve dey win and na only the Party way the govern the state the fit win for local government elections. 

States will not be arm twisted by the State Governors if we have free local Government election system in Nigeria.

We must place our focus on State to take over State assemblies or do something legally that can free the Local Government elections from the whims and caprices of the state emperors.

Manipulated and rigged Elections has the potential to contribute to voter apathy because without transparency there is no Trust and without Trust there is no legitimacy .

Recommendations:

STATES INDEPENDENT ELECTORAL COMMISSION

• Section 7 of the Constitution of the Federal Republic of Nigeria (as amended) relating to the place of Local Governments as the third tier of government should be amended to specifically guarantee the existence, establishment, structure, composition, finance, functions and tenure of Local Governments under the Constitution. 

•Section 153, 197 and the third Schedule to the Constitution should be amended to provide for the following re-designation and re-ordering of States Independent Electoral Commission: 

JOINT STATE/LOCAL GOVERNMENT ACCOUNT

• Section 162(5)-(7) of the Constitution should be amended to abolish the Joint State/Local Government Account.

•Section 162(5)-(7) of the Constitution should be further amended to provide that any amount standing to the credit of the Local Government Councils in the Federation Account should be paid directly to the various Local Governments.

•I also call for a robust National Electoral Reform conference.

CSOs Berate NLC, TUC Over Insistence on Indefinite Strike Action

 

_...says move highly unpatriotic and targeted at destabilising Nigeria_ 

The insistence of organised labour to embark on an indefinite strike action has continued to attract widespread criticism, with the latest coming from the Civil Society Situation Room on Good Governance in Nigeria (CSSRGGN). 

The group condemned the move by the Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) as highly unpatriotic and aimed to destabilise the country. 

Speaking at a press conference on Wednesday in Abuja, Dr. Thomas Uzah, National President/Convener, said the organised labour is bent on bringing the government down through street protests. 

Uzah said the NLC and TUC's obsession with mass action over dialogue despite calls from different quarters clearly shows that there is a hidden agenda. 

"We hope that the leaders of organized labour fully appreciate the crimes they are committing with the sets of directives they have issued and that they also understand that they will invariably lose control of the mayhem they are trying to unleash on the country," he added. 

"We are therefore calling on Nigerians and the rest of the world to note that the NLC and TUC are preparing the citizenry for war, they are preparing the country for final implosion. We further ask the discerning to note that the opposition and their foreign collaborators are bankrolling NLC and TUC to bring the government down. 

"We hereby issue another advisory that the opposition, NLC, and TUC have perfected plans to grow their street protests and rallies into full-blown war by stagging or orchestrating attacks on protesters by fake security operatives so that they can accuse the government of being heavy-handed and attempt to delegitimize the government before the international community of being repressive. 

"We are worried about how this dangerous plot will play out given the other security challenges that the country is already battling with. There is the obvious danger of how this could worsen banditry, kidnap for ransom, and separatist elements that have in the past used mass protests as an opportunity to plant new cells in areas where they do not hitherto exist.

"The Civil Society Situation Room on Good Governance In Nigeria therefore urges security agencies to take proactive steps to prevent the catastrophe that NLC and TUC have plotted for the country. 

"We renew our appeal to the Federal Government to look beyond the NLC and TUC. The government should increase and accelerate the implementation of its palliative measures for Nigerians. "

Before We Crucify Hon Gbajabiamila

What is grace? This is a question that I have been battling with for a while. I have looked at some of the recent happenings in the country concerning some individuals, and one of them is the Rt Hon Femi Gbajabiamila, the Chief of Staff to the President. 

Gbaja as he is fondly called could pass for a man with nine lives. He has been around for a while. He has had his share of good, bad, and ugly times. He has been accused, and he has been commended. Interestingly, he kept his cool in all these, and grace continued to work for him. 

I recall that in the 8th Assembly, he aspired to be the Speaker of the House of Representatives. He worked hard but didn't get it. He didn't despair. He was loyal and waited for his turn. And guess what? Grace turned up for him. He was elected Speaker of the House of Representatives in the 9th Assembly, and those who worked against him went on their knees seeking forgiveness and patronage. 

He was calm as usual and did what he knew how to do best. He was on top of his game. I recall an incident in the twilight of his tenure as the Speaker of the House of Representatives. The Deputy Speaker challenged his grace, and the rest is history. 

He served out his term successfully, and another assignment came calling. This time around, the opposition was fierce. Many thought his grace was over, and they rejoiced. They sang to the high heavens, dancing to the imminent fall from grace of Femi Gbajabiamila. 

But grace turned up again. He smiled and moved on. He was appointed the Chief of Staff to the President. Those who felt he would be a hard nut to crack in their desire to call the shots within the presidency went to work. But they failed. And they didn't stop. 

It is an era of slander and blackmail. They churned out invective against him. He was to blame for everything that emanated from the presidency. They went as far as insinuating issues that only existed in their imaginations. All was geared towards making the President uncomfortable with him and ultimately showing him the way out. 

But they forgot that when grace speaks, protocols are suspended. And indeed, the grace has been sufficient for Femi Gbajabiamila. I do not envy him, but I salute his mien and ability to stay calm. That is one of the qualities that endeared him to the President. 

You can't predict his next move. He keeps you guessing until you run out of steam. He allows you to exhaust your arsenal, no matter how dangerous. It is a very risky enterprise, but it has worked for him and is still working. 

Femi Gbajabiamila reminds me of the phrase, "Touch not my anointed. Maybe he is the anointed one. Perhaps the chosen one or the special one. Whichever you choose, you are right. Love him or hate him; he stands tall at all times. 

Very brilliant and analytical. He smiles at you even when he is supposed to wear a frown. He encourages you to do more. What a daring person. But he watches you closely with the eyes on the eagle. I wonder what runs through his mind when he comes under mindless attacks from some vested interest. 

Does he blink in his closet? I doubt it because his composure does not give him away. Someone said Femi Gbajabiamila is an enigma that is worth studying. Someone also said he waits for you at the end of the road to welcome you from your vicious journey. If you are lucky, he will offer you a bottle of water. Would your conscience allow you to drink the water? Only those in that boat can answer the question. 

What sort of grace does Femi Gbajabiamila exude? The grace that beats human understanding. The grace that runs faster than the speed of lightning. The grace that strikes like a thief in the night. The grace that is confusing to the human eyes, and the grace that warns you to retrace your steps in the slander and blackmail enterprise. 

A word is enough for the wise. What is his offense that some want his head? For being a gentleman and a leadership guru or a political strategist? The former number four man in the leadership hierarchy of the country is not mediocre, and one that does not play to the gallery. 

He has seen it all in leadership, and when some allegations are made against him, it only smacks of mockery of commonsense. Most times, these allegations need to be better thought out. The promoters are always in haste and, in the process, make a mess of themselves. 

Before we crucify Femi Gbajabiamila, let us pause and think it through. He is a patriot who is devoted to his principal and the country. He has demonstrated capacity and love for the country. You don't have to like him. But commonsense would suffice that the grace of God surrounds some individuals. Femi Gbajabiamila is one, and let those with ears hear this—my two cents.

Reps Deputy Spokesperson, Hon Agbese Bags Prestigious Doctorate Award From Weldios University

 

A philanthropist and Deputy Spokesperson of the House of Representatives, Hon. Philip Agbese, has bagged the prestigious Weldios University Honorary Doctorate Degree (PhD Honoraris Causa) in Political Leadership. 

The award was bestowed on him at a the second edition of the All-Africa Students Union (AASU) and Weldios University annual Symposium held at the Shehu Musa Yar’Adua Centre Abuja on Wednesday, September 20, 2023. 

The Member of the 10th House of Representatives, representing Ado/Okpokwu/Ogbadibo Federal Constituency at National Assembly, is popularly known as "Okanga Agila", and a young Nigerian politician and humanitarian. 

In his acceptance speech, the Reps member said that the award will spur him to do more for the society and for the young people of Nigeria. 

He described the award as an opportunity to rededicate himself to the service of God humanity. 

He said, “I believe that as much as I cherish this Honourary Doctorate Award today, I'm going to continue to do everything humanly possible to uphold the virtues, the principles and philosophies for which the award was bestowed on me today. 

“I am happy and for the girl child and every other African child, it is important to note that education remains the only solution to the problems of Africa and it is through education that the breakthrough we're yearning for will truly.”

Hon. Agbese then appreciated Weldios University for the award. 

As thoroughbred Civil Society Activist by antecedence he been associated with impactful organizations, serving at the Centre for Social Justice, Equity, and Transparency from 2012 to 2015; Principal Partner at Preventive Diplomacy in Geneva, Switzerland; contributing immensely to conflict resolution efforts. 

He established Global Amnesty Watch in London in 2015 and subsequently founded The Nigerian News Group, a media organization, in 2016. 

His influence extends to the realm of literature, with his contributions as an author of numerous books and articles, both locally and internationally. 

So far, his Legislative Agenda have reflected his core strengths and interests emphasizing Defence, National Security, Education, Human Rights, Communication, and Sustainable Development Goals. 

As one of the youngest parliamentarians in

history, he committed to championing youth interests and concerns. 

Beyond politics, Agbese is known for his philanthropic endeavors, particularly in his constituency and the North Central region. 

His contributions have earned him the traditional title of Okanga Agila in his homeland, in Benue State.

Joint Northern Action Groups Reject Fictitious Call for the Sack of Kyari, Zahra, Wunti

 

The Joint Northern Action Groups has rejected what they described as fictitious call for the sack of the Group Chief Executive Officer of Nigerian National Petroleum Corporation Limited (NNPCL), Mele Kolo Kyari. 

They also rejected the call for the suspension of the Executive Vice President (Upstream), Adokye Tombomieye, the Managing Director, Nigerian Petroleum Development Company (NPDC) Ali Muhammed Zahra and Managing Director, and National Petroleum Investment Management Services and Bala Wunti. 

Speaking at a press conference on Wednesday, the Spokesperson of the groups, Comrade Abdulhameed Enaji, noted that they were challenging “the dubious protest staged in Abuja by some fictitious groups calling for the sack and probe of Mele Kyari, the Group Chief Executive Officer of Nigerian National Petroleum Corporation Limited (NNPCL).” 

They stated that “the obscure groups Northern Youth Advocacy for Good Governance Initiative and Arewa Youth Forum also called on the federal government to suspend the Executive Vice President (Upstream), Adokye Tombomieye, the Managing Director, Nigerian Petroleum Development Company (NPDC) Ali Muhammed Zahra and Managing Director, National Petroleum Investment Management Services and Bala Wunti. 

“We note with deep concern the ongoing campaign by sponsored groups of individuals masquerading as members of fictitious Northern Nigerian Youth groups calling for the removal of Mele Kyari as the Group Chief Executive of NNPCL. 

“We are however happy that most discerning Nigerians and of course, the Federal Government appear to dismiss the protest as it was orchestrated by individuals who were only interested in advancing their own selfish interests, and not the collective good of Nigerians”, the groups said. 

According to the Joint Northern Action Groups, “By now everyone, but chronic detractors, must be aware that NNPCL under the leadership of Mele Kyari has recorded enormous achievements in the oil sector. 

“These achievements have been beneficial to Nigerians and have propelled the Nigerian economy forward.

One major achievement is the reduction of environmental pollution. 

“NNPCL has put strategic measures in place to ensure that the environment is safeguarded and preserved. As a result, the levels of pollution have drastically reduced which has made the environment safer for Nigerians. 

“Another significant achievement recorded by NNPCL is the absence of black soot over Port Harcourt in recent times. This is a result of NNPCL's commitment to environmental safety which has resulted in cleaner air for the people of Port Harcourt.

“Foreign ships coming to steal crude oil from Nigeria waters have been drastically reduced following the stringent measures put in place by NNPCL under Mele Kyari. This has resulted in a significant drop in illegal crude oil sales and has helped the Nigerian Government in generating more revenue. 

“Furthermore, Nigeria's crude oil production has gone up under the leadership of Mele Kyari which has seen Nigeria regain its spot as Africa's top crude oil producer from Angola. This has been beneficial to Nigerians as it has helped in boosting the Nigerian economy and increasing foreign reserves. 

“Additionally, Nigeria's foreign reserves are growing as a result of the income generated from crude oil sales. This has helped attract more investment to the oil sector, which has resulted in renewed investment in the Nigerian oil sector. 

“The creation of jobs by Tantita, a subsidiary of NNPCL, has helped reduce the attacks on pipelines by militants and improved the security of oil installations in Nigeria. 

“NNPCL under Mele Kyari has shown great performance and service delivery in the oil sector and is committed to continually safeguarding the environment and providing Nigerians with quality service delivery. 

“Under the leadership of Mele Kyari, NNPCL has achieved significant accomplishments. These include generating revenue through the award of oil pipeline surveillance and security to Tantita, which has helped every state in Nigeria. 

“Prior to this contract, Nigeria's production had fallen to its lowest in 40 years, forcing the country to borrow with no hope of repaying. However, NNPCL recently announced that production has reached 1.6m barrels again. 

“Another achievement is improving national security and territorial integrity. The Niger Delta was once becoming ungoverned because of oil thieves bringing vessels at any time. This was a threat to Nigeria's territorial integrity. 

“NNPCL has contributed to reducing pollution and its subsequent social impact. It's essential to protect the environment as it's the single greatest resource of any society. Any destruction can lead to social crises. 

“Under his watch, the NNPCL has made significant strides in the development of the Nigerian petroleum industry. We call on him to continue to do his best in the interest of Nigerians. 

“We would like to state categorically that this so-called protest is the handiwork of selfish individuals who are only interested in advancing their own interests, and not the interests of Nigerians. We reject these individuals in their entirety and call on all Nigerians to disregard their call for the sack of Mele Kyari. 

“As patriotic Nigerians we also commend outstanding leadership of NNPCL and call on him to continue to do his best in driving the growth and development of the Nigerian petroleum industry. 

“We call on Nigerians to remain vigilant and reject any attempt by selfish individuals to use the guise of civil society to advance their own interests”, the groups stated.

All we want is justice that is rooted in truth, justice that is based on what really transpired on the day of election when INEC changed the goal post in the middle of the match, Mahmood Yakubu Promised Nigerians realtime transmission of election results from polling units using the BVAS to capture and transmit the results to the IREV portal in order to eliminate fraud and uphold the integrity of our electoral process and INEC failed woefully to ensure that the election results were accurate and consistent with their promises.

The independent National Electoral Commission (INEC) claimed the commission’s failure was as a result of the glitched is suffered during the cause of the election but as a public institution that should be accountable to the people, it never gave full disclosure of the nature, cause or the extend of the glitches that occurred.

The electoral act gave INEC powers to determine the methods of transmission of the election results and INEC officially recognized the dual transmission and accreditation system where in addition to the paper trail they were required to use the BVAS and IREV as stipulated in their own written manual for the conduct of 2023 General Elections.

The failure of INEC to adhere to his own established principles of engagement in itself was a major setback for the country’s drive towards democracy and electoral integrity.

The South-South Youth Solidarity Group has applauded President Bola Ahmed Tinubu for including the former Zamfara State Governor, Bello Muhammad Matawalle in the second ministerial nomination list, describing it as the wisest choice. 

The Solidarity Group which said it was initially alarmed when the Matawalle's name was missing from the first list, said however, that they are now reassured of the President’s commitment to inclusive governance. 

A statement by the Group's Secretary General, Ekanem Cyrus said Matawalle's nomination has proved that the quality of Tinubu’s appointees in terms of competence, capability and fitness for purpose would enable Nigerians to know the actual quality of his own mind. 

"We'll like to congratulate former Zamfara State Governor, Bello Muhammad Matawalle his nomination for ministerial appointment by President Bola Ahmed Tinubu. 

"This is a well-deserved honour for the youth of Nigeria in recognition of Matawalle's many contributions to the Youth as a Governor, public servant, mentor and exemplary statesman. 

"In his role as a Governor, guardian and mentor, Matawalle has shown generations of Nigeria the value and results of hard work and determination, all while maintaining a great sense of humour and compassion. 

“To this day, Matawalle remains a strong advocate for the youth and continues to help all youths understand the complex history and challenges of northern traditions and values," Cyrus said.

Northern Elders Forum Distances Self From Hakeem Baba-Ahmed's 'Advise To Tinubu Administration'

The Northern Elders Forum (NEF) has dissociated its from a publication credited to Dr Hakeem Baba Ahmed, the Director of Publicity of the NEF, titled, "Advise To The Tinubu Administration" and dated 31 July 2023. 

The group distanced itself from the publication and all its

ramifications in a statement signed by the Director General of the NEF, Prof. Doknan DD Sheni, OON. 

Consequently, the NEF categorically stated that the said “write up and the contents were not the views of the Directors of the Northern Elders Forum (NEF), and therefore does not represent the views of NEF on the Administration.”

The statement reads: 

“The attention of the directorate of Northern Elders Forum (NEF has been drawn to a publication credited to Dr Hakeem Baba Ahmed, Director of Publicity, titled "Advise To The Tinubu Administration" dated 31 July 2023. 

“We wish to state categorically that the write up and the contents were not the views of the Directors of the Northern Elders Forum (NEF), and therefore does not represent the views of NEF on the Administration. 

“This was a personal opinion of Dr Hakeem Baba Ahmed. NEF has a procedure of approving such press releases.

Subsidy Removal: Don't Trust Labour Unions, Take Your Destiny In Your Hands — CNPP Tells Nigerians

 

Conference Of Nigeria Political Parties (CNPP) has urged the Nigerians to take their destiny into their hands rather than trust the Nigerian Labour unions to lead them against the incessant increment in pump price of Premium Motor Spirit (PMS) otherwise known as petrol since 2015. 

The umbrella association of all the registered political parties and political associations in the country in a statement signed by its Deputy National Publicity Secretary, James Ezema, noted that the labour movement cannot be trusted. 

The Nigeria Labour Congress (NLC) and its affiliates is planning a nationwide strike scheduled to begin on Wednesday to protest the hardship occasioned by the fuel subsidy removal. 

However, the CNPP noted that “It is unfortunate, but true, that the labour movement in Nigeria has consistently failed to defend the masses who constitute majority among their membership. 

“Nigerians in the past have had their hopes dashed each time the labour unions led negotiations with government on their behalf on any issues bordering on their well-being or pains. 

“The CNPP believes that only the Nigerian masses who bear the brunt of economic hardships as well as the increasing pains of long the long years bad leadership that can decide their own faith by taking their destiny into their hands. 

“Like they have done each time they claimed to stand up for the masses, the labour unions will certainly betray the trust of the working class”,the statement said.

Legal Practitioner Accuses Ogun SSG of Money Laundering, Ballot Paper Printing Scam

 

A legal practitioner, Femi Oniyide, has submitted a petition to both the Economic and Financial Crimes Commission (EFCC) and the Independent National Electoral Commission (INEC) against the Secretary to the Ogun State Government (SSG), Tokunbo Talabi.

In the petition, Talabi is alleged to have engaged in money laundering and illicit activities linked to the printing of ballot papers for the last general elections.

At a press briefing held in Abeokuta, Monday, Oniyide publicly presented and signed the petition, expressing his concerns to the moral justification for a concern party in the last general elections getting contract from INEC to print ballot papers.

He revealed that Talabi purportedly laundered a sum of N189,797,163.9 in 2020 through a company account named Superflux International Ltd, which he held with Access Bank Plc and linked to Talabi's BVN.

According to Oliyide, the amounts with payment description; "INEC Electoral amount....4 55 of BALLOT P" were meant for the supply of ballot papers by the company under the financial grip of the SSG to INEC.

The legal practitioner further claimed that these payments were divided into four tranches, each amounting to N47,449,290.90, all processed on the 19th of June 2020.

Oniyide also made a separate allegation that an amount exceeding N10,800,000.00, initially designated for Covid-19 funds, was discovered in Superflux International Ltd's account in 2020. 

He asserted that this amount was allegedly paid into the SSG's company account on two occasions, totaling N21,600,000:00.

"I have come to the knowledge, through different stories Online, that Superflux International Ltd, sometime in 2020, took lodgement of various sums of money from the Central Bank of Nigeria account of the Independent National Electoral Commission INEC for the printing of ballot papers meant for elections in Nigeria.

"The alleged payments were supposedly made in four tranches on the 19th of June, 2020, for N47,449,290.90 per each transaction, totalling W189,797,163.9 Only. The amount, according to the description of payment was meant for "INEC Electoral amount....4 55 of BALLOT P.

"Of another major importance in this petition is the alleged discovery of COVID 19 funds in the account of the same Superflux International Ltd, which has the financial control imprimatur of the SSG to Ogun State government. 

"The sum of N10,800,000:00 was allegedly discovered to have been paid twice into the SSG's company account twice, totalling W21,600,000:00 Naira on the 4th of February, 2020 of which there was an onward transfer to Zimanel Global Enterprises with the description, "Covid 19 food support", he added.

He however implored the Chairman of EFCC and ICPC to cause detailed investigation into the circumstances of "how Ogun State taxpayers funds will be so brazenly managed and laundered by a private company owned by a political appointee and his family".

When contacted, the SSG promised to call our correspondent back, which he never did as at the time of filing this report.

CNPP, CSOs Want INEC Chairman Yakubu To Step Aside Within 14 Days Or ...

 

Conference Of Nigeria Political Parties (CNPP) and civil society organisations (CSOs) under the aegis of the Coalition Of National Civil Society Organisations (CNCSOs) have demanded that the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu resign from office. 

The CNPP and the CSOs issued a 14-day ultimatum to Prof. Yakubu to step aside or they will galvanised all democratic and legal means to force him to do so. 

In a statement jointly signed by the CNPP Secretary General, Chief Willy Ezugwu and the National Secretary of the Coalition, Alhaji Ali Abacha, they explained that the INEC Chairman, who failed to deploy the Bimodal Voter Accreditation System (BVAS) it procured “despite billions of naira wasted on the 2023 general elections is not worthy of remaining in office and must not be allowed to continue to waste the nation's resources in conduct of future elections.” 

According to the statement issued in Abuja, the CNPP and the CSOs said that they are equally disturbed that “INEC under Prof. Yakubu has equally constituted itself into an obstruction to justice in the electioneering process in Nigeria by becoming a partisan umpire and opposing petitioners who are in the various tribunals to seek justice after being allegedly rigged out in the elections.” 

They also accused the INEC Chairman of inflating about N105.25 billion spent on acquiring BVAS machines for the 2023 polls, saying that “despite having been severally accused of manipulating the February 25 presidential election results, counsel to INEC, Abubakar Mahmoud, recently aligned with the position of the candidate of the All Progressives Congress (APC) in the February 25 presidential election to object to the presentation of subpoenaed witnesses who were INEC ad-hoc staff during the 2023 presidential election in the petition filed by Atiku Abubakar and Peoples Democratic Party (PDP). 

“We recall that at the resumption of proceedings on Atiku’s petition last Thursday in Abuja, one of the witnesses, Egwuma Friday from Kubwa area of Abuja entered the witness box and prayed the court to admit his witness statement, but all respondents in the petition, including INEC, raised objections to stop the witness from testifying. 

“This is the same INEC that has been accused of manipulating election results by deliberately refusing to transmit polling units results as promised real-time. 

“From mere allegations, a staff of INEC, Abedemi Joseph on Friday told the Presidential Election Petition Court (PEPC) that they were instructed by the commission under Prof. Yakubu, their employer, not to give copies of election results to political party agents who declined to sign the results. 

“It's now becoming more obvious that, until INEC Chairman exited from the commission, rebuilding confidence in the electoral body will be impossible due to the now battered image of the commission in the eyes of the electorates. 

“More so, INEC under Prof. Yakubu took four years to mislead Nigerians by creating false impression that uploading of the election results to the BVAS real-time was the only way to go for the country’s electoral system. 

“Contrary to expectations, INEC made it impossible for electoral officers to upload the results of the presidential election real-time from the polling units, which may have created room for the upload of manipulated election results. 

“We note that the former Minister of Transportation and chieftain of the All Progressives Congress (APC), Mr. Rotimi Amaechi, had revealed that a member of the camp of the presidential candidate of his party, now President Bola Tinubu, nominated the Chairman of INEC, Prof. Yakubu, for his reappointment for a second term. 

“In the words of Amaechi, 'There are those of us who opposed the reappointment of Yakubu Mahmood. The person who nominated him is a member of Tinubu’s camp. So what are you expecting?' 

“So, how can anyone convince Nigerians that such a character remain in office as INEC Chairman for a single day, not to even think of allowing him to conduct another election in the country? 

“We equally call on the Economic and Financial Crimes Commission (EFCC), other anti-graft agencies, as well as the Department Of State Services (DSS) to immediately commence investigation of INEC’s N105.25 billion budgetted for acquiring 200,000 units of the Bimodal Voter Accreditation System (BVAS) as the budget has been found to have surpassed the estimated market cost by a whopping 30.4 percent, yet Nigeria lost the anticipated benefits, and for constituting himself into a national security risk as his continued stay in office could trigger violence in the country. 

“According our findings as corroborated by the media, the BVAS machines, which were deploy during the now controversial 2023 general elections, EMP2920 Biometric tablets, were manufactured and supplied by Shenzhen Emperor Technology at an inflated unit cost of $795 (N366,089.55 at the rate of N460.47/$) as against the Amazon price, where the device sells under a different name SecuMind Tablet Biometric CX2920. 

“Why should the INEC Chairman remain in office after wasting 34.51 percent of the total sum of N355 billion budgeted for the 2023 polls on the procurement of biometric devices that never worked? 

“In a sane clime, such an official who failed woefully to conduct an acceptable general elections after receiving all he asked for should have long resigned. 

“We, therefore, demand the immediate resignation of the INEC Chairman within 14 days. 

“At the expiration of the ultimatum, all democratic and legal means possible would be deployed to force him to quit the office. 

“All the CNPP organs at the state level and the civil society groups under the CNCSOs across the country are being mobilised for appropriate action in event that Prof. Yakubu remains in office after two weeks from today. 

“It is on record that the CNPP and the CSOs fully backed INEC in the build up to the 2023 general elections and insisted that all that the commission required should be made available to it since INEC Chairman had assured of conducting a free, fair and credible elections. 

“The same promise to do what is right was made by the INEC Chairman at the CHATHAM House before the elections and today, the world is seeing Nigeria as a mockery among the comity of nations, especially with the testimonies emanating from the election petition courts where INEC staff are indicting the commission under Prof. Yakubu. 

“Therefore, if the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, who followed the instructions of former President Muhammadu Buhari to redesign the naira to ensure that illicit funds were not deployed for 2023 elections, could be ordered to step aside from office, why should Prof. Yakubu, who has done more harm to the psyche of Nigerian electorates than any past Chairman of the commission in Nigeria’s history, remain in office? 

“Prof Yakubu dashed the hopes Nigerians in a credible 2023 electoral system, raising voter apathy to the highest level in the country, and for us, it's time up for Prof Mahmood Yakubu to quit the stage as INEC Chairman. Enough is enough”, the statement concluded.

NASS Leadership: Southwest Frontiers Cautions Tinubu Against Early Confrontation With North

 

The South-West Frontiers has expressed worry over the concerns that a section of those who call themselves supporters of the President Bola Tinubu is scheming the illegal arrest of some prominent aspirants for the House of Representatives Speaker and the Senate Presidency such as the former Zamfara Governor, Abdulaziz Yari who is seeking the Senate President position. 

A strong-worded statement signed by the Frontiers chairman, Kolawale Adediji Kazeem described the move as provocative, unwarranted and unsolicited attempt to shade the Tinubu Presidency in bad light and cause rifts between the Northern political allies of the South-West. 

“We observe the deliberate attempt by some desperate politicians to drag the President into their self-serving battle by making it appear like his own war, which in reality, is not.

“For the avoidance of doubt, the South-West would not tolerate any move for the sake of some few people's ego, that would drag the South-West presidency into collision with any of its friends, especially the North. 

“We therefore warn all those who see it as their duty to cause rifts between our president, a universally renown cosmopolitan democrat into the dirty mud of their dubious agenda to desist as we are amply ready to protect our president at any cost.

“To our dear president, we restate confidence in his ability and capacity to cope with whichever leadership the legislature presents for the good of the country. 

“We therefore call on him to beware of bad company around him and to resist any temptation to get him to act outside the constitution and undemocratic.

“While calling on the President to allow due process of democracy to take its course in the emergence of the leadership of the National Assembly, we urge all aspirants not to give in to intimidation or blackmail.”

Cleanse EFCC Quickly, 107 Anti-Corruption Crusaders Tell Tinubu

 

Following a massive protest in Lagos, a conglomeration of about 107 Anti-Corruption crusade groups led by Crime and Corruption Monitors has impressed on the incoming administration of President-elect, Bola Tinubu to ensure the Economic and Financial Crimes Commission (EFCC) is cleansed of entrenched corrupt leadership symbolized by its current Chairman Abdulrasheed Bawa.

The Anti-Corruption crusade Conglomerate speaking after the protest which terminated at the Youths Sports Complex, Lagos, pointed out that EFCC is an important government agency in Nigeria, established primarily to rid the society of corruption and not conceived as an agency for settling scores for political godfathers. 

The convener of the conglomerate, Idowu Bello who read the statement in the Lagos rally warned that "If a government agency expected to fight crime is found going about its business in a manner that mimics witch-hunt and selective justice while also being unable to deal with the corruption going on within its own workforce, the nation is headed for real time crises, conflict of confidence."

He noted that despite government's claim of making the fight against corruption and related practices a top priority, EFCC, the agency charged with the execution of the war, is in questions over mounting allegations of monumental corrupt practices. 

"Allegations that about 80 per cent of cases under EFCC investigation are not taken to court. EFCC offices now literally serve as courtrooms. 

"Last week, Zamfara state governor, Bello Matawalle, alleged that Bawa demanded the sum of $2million from him as bribe to stop a purported probe against him.   

"Even before Abdulrasheed Bawa was presented as substantive EFCC Chairman, he has been arrested and detained by the anti-graft agency in 2019 for selling at least 244 trucks worth between N20-30 million each to his proxies at N100,000 per unit. 

"He is also accused of recently expanding a large amount of money to the tune of $300,000 for hotels and other activities, which is far and beyond his income as civil servant, during a visit to Mecca with his family on a lesser Hajj. 

"There are also allegations of connivance with the Attorney General of the Federation, Abubakar Malami in auctioning of sea vessels holding crude oil seized by the Federal Government, violating Section 31(2) and (4) of the EFCC Act 2004.

"Malami and Bawa also allegedly authorized the sale of vessels by companies under EFCC prosecution for similar offence of illegal bunkering.

"Bawa and Malami were fingered in the discontinuation of a N25billion criminal charge against Senator Danjuma Goje without any justification after over seven years of diligent investigation and prosecution. 

"Equally, the incident of Abel Isah, an EFCC cadet in Sokoto who was allegedly beaten to death by superior officers for refusing to sign off on incomplete exhibits is still fresh in the minds of Nigerians," the statement read. 

The Crusaders demanded the immediate sack of Bawa as EFCC Chairman and to be subjected to wholistic probe the way his predecessor Ibrahim Magu was treated. 

"Like every other agency of government everywhere, there are global standards of practice for officials who had been accused of gross misconduct to step aside while investigations were conducted to ascertain the veracity of the allegations. 

"As pointed out earlier several eminent eminent Nigerians have claimed to possess evidence of corrupt practices, breach of public trust and abuse of office against the EFCC and its Chairman, Abdulrasheed Bawa. 

"It is based on the above observations that the Crime and Corruption Monitors and 107 Anti Corruption Crusade Groups deem it necessary to demand that Abdulrasheed Bawa excuses himself from office and surrender for investigation. 

"We demand that if Bawa remains adamant, he be forced out and subjected to comprehensive probe the way his predecessor Ibrahim Magu was made to do. 

"Since it is obvious by now that the Buhari administration which brought Abdulrasheed Bawa is not disposed to initiating action, we call on the incoming President Bola Ahmed Tinubu to make it first priority to cleanse the EFCC of corrupt leaders. 

"Corruption is one of the most serious social and security challenges facing Nigeria today which is the more reason why Tinubu should see it as an existential matter that needs to be addressed and tackled robustly and defeated once for all. 

"No nation can aspire to greatness or seek to remain secure and safe when corruption and other corrupt practices are allowed to find their way into all its vital institutions including the agency saddled with the responsibility of fighting it. 

"For this reason, corruption must be confronted with the entire will and resolve of the incoming administration beginning with thorough cleansing of the EFCC by first getting Bawa out and subjecting him to probe before extending action to cover other organs and tiers of government in Nigeria without exception. 

"Failure to do so will indubitably mean that every effort made the anti-graft agency is headed by suspicious leaders will defeat all development endeavours of the incoming administration and render its task the more difficult and futile. 

"We remind the President-elect that National challenges such as the corruption we are faced with should not be treated with levity and condescension. 

“Neither should action be limited to targeted individuals or tiers of government. On the contrary, corruption is a cross-national issue that affect every one of us regardless of where we live or come from," the statement concluded.
